Programul ALDE Valcea: PUTEREA NOASTRA E IN ADEVAR!
1. Drumurile judetene, comunale si poduri – art.91 alin.5, lit.”a” pct.12 L215/2001;
· Stoparea acordarii finantarii pe criterii politice a lucarilor de infrastructura rutiera.
· Identificarea drumurilor judetene si a podurilor cu probleme si concentrarea disponibilitatilor financiare si a mijloacelor tehnice pentru rezolvarea problemelor pe fiecare zona de lucru.Se va tine cont de urmatoarele criterii: populatia deservita; traficul auto inregistrat;
· Pentru drumurile comunale din fiecare zona de lucru repartitia fondurilor se va face tinand cont de numarul de km de drum comunal existent in fiecare localitate si de populatia deservita.
· Accesarea de fonduri europene pentru reabilitarea unor drumuri judetene cu un grad mare de uzura.
2. Educatia – art.91 alin.5, lit.”a”,pct.1 L 215/2001
· Sprijinirea in continuare a invatamantului special, prin alocarea de fonduri pentru modernizarea infrastructurii unitatilor de invatamant, inoirea bazei didactice si asigurarea climatului favorabil dezvoltarii activitatilor scolare.
· Proiect comun cu Primaria Mun.Rm.Valcea pentru dezvoltarea capacitatii “Centrului de servicii terapeutice pentru copilul cu autism “Mara”.
· Sprijinirea I.S.J. Valcea pentru organizarea fazelor nationale pentru olimpiade la diferite specialitati. Recompensarea financiara a elevilor valceni, care obtin premii la olimpiade nationale sau concursurile internationale.
· Maximizarea şanselor copiilor competitivi din mediul rural, printr-o pregătire metodică şi asistată corespunzător, iniţiind programe sau prin dscuţii cu ONG-uri care sunt stabile financiar, interesate de dezvoltarea proiectelor educative.
· Extinderea Programului “A Doua Sansa” pentru comunitatile de romi.
3. Serviciile sociale pentru protecţia copilului, a persoanelor cu handicap, a persoanelor vârstnice, a familiei şi a altor persoane sau grupuri aflate în nevoie social – art.91 alin.5, lit.”a”, pct.2 L.215/2001
· Asigurarea fondurilor necesare functionari D.G.A.S.P.C.Valcea.
· Deschiderea caminului pentru persoane varstnice din localitatea Nicolae Balcescu.
· Parteneriat cu Primaria Orasului Balcesti pentru mentinerea activitatii caminului pentru persoane varstnice din aceasta localitate.
· Crearea unor echipe locale/interdisciplinare care să răspundă cu servicii adaptate nevoilor reale identificate ale comunităţilor.
4. Sănătatea – art.91 alin.5, lit.”a”,pct.3 L215/20015
· Preluarea in plata de catre Consiliul Judetean Valcea a utilitatilor Spitalului Judetean de Urgenta, pe parcursul lunilor de iarna.Extinderea acestui sistem si pentru celelalte unitati sanitare cu paturi aflate in subordinea Consiliului Judetean Valcea.
· Program de achizitii de aparatura medicala pentru patru ani.
· Continuarea modernizarii Ambulatoriului de specialitate al Spitalului Judetean de Urgenta Valcea, precum si a cladirilor din Pavilionul nr.2 (Spitalul Vechi) si Pavilionul nr.3 (Maternitate), prin programe de finantare europeana, cu cofinantare a Consiliului Judetean Valcea.
· Reluarea demersurilor pentru infiintarea unui punct al Serviciului de Ambulanta Judetean Valcea la domeniul schiabil de la Vidra, dotat cu o ambulanta tip “B1” cu tractiune integrala.
· Proiect comun cu Primaria Municipiului Rm.Valcea pentru amenajarea unui helioport necesar Serviciului SMURD pe terenurile detinute de Primarie.
· Infiintarea in organigrama Consiliului Judetean Valcea a unei directii cu atributii clare pe domeniul sanatatii.
· Reluarea proiectului de infiintare a unui centru de radioterapie.
5. Cultura – art.91 alin.5, lit.”a”, pct.4 L.215/2001
· Alocarea unor sume mai mari de la bugetul consiliului judetean pentru sustinerea activitatilor institutiilor de cultura aflate in subordinea institutiei.
· Sprijinirea punerii in scena la Teatrul Judetean “Anton Pann” a unor piese scrise de oameni de cultura valceni.
· Preluarea in organigrama Bibliotecii Judetene “Antim Ivireanul” a celor 81 de posturi de bibliotecari comunali si orasenesti. Crearea unui parteneriat cu localitatile care astfel vor fi degrevate de plata salariilor, pentru efectuarea de achizitii de carte.
· Scoaterea la concurs, in vederea realizarii, a unui portal de prezentare a judetului Valcea.
6. Conservarea, restaurarea şi punerea în valoare a monumentelor istorice şi de arhitectură, a parcurilor, grădinilor publice şi rezervaţiilor natural – art.91 alin.5, lit.”a”, pct.10 L215/2001
· Implementarea a trei proiecte mari pentru creerea infrastructurii turistice, finantate cu fonduri europene.
· “Drumul de sub Munte” – va lega satul Cheia (Baile Olanesti) – Schitul Iezer – Schitul Pahomie – Schitul Patrunsa – Com.Barbatesti – Com. Costesti – Manastirea Bistrita – Manastirea Hurezi.
· “Drumul Voevozilor” – realizat in parteneriat cu judetele Arges si Dambovita.Realizarea unei promovari comune a celor trei judete, bazata pe istoria comuna a celor trei UAT-uri.
· “Drumul Statiunilor” – va lega Statiunea Calimanesti – Statiunea Baile Olanesti – Statiunea Ocnele Mari – Statiunea Baile Govora.
· Crearea unui parteneriat cu cele trei localitati urbane, care sunt porti de intrare in judet, respectiv Mun.Dragasani (poarta de sud), Orasul Horezu (poarta de vest), Orasul Calimanesti (poarta de nord), in vederea dezvoltarii infrastructurii si a cooperarii in domeniul turistic.
7. Sport – art.91 alin.5, lit.”a”, pct.6 L215/2001
· Parteneriat cu Primaria Rm. Valcea pentru sustinerea echipei de handbal feminin.
· Parteneriat cu actionarul majoritar si Primaria Rm.Valcea pentru sustinerea echipei de fotbal.
· Sustinerea financiara pentru desfasurarea concursurilor sportive interjudetene, precum si sprijinirea sportivilor valceni, care participa la concursuri nationale si internationale.
8. Ordine publica – art.91 alin.5, lit.”a”, pct.7 L215/2001
· Prin structura de specialitate – Autoritatea Teritoriala de Ordine Publica (ATOP) intarirea prezentei fortelor de ordine (politie) in viata zilnica a judetului, in vederea reducerii fenomenului infractional.
· Cooperare regionala cu celelalte structuri judetene de profil (ATOP) din zona Olteniei, in vederea creerii unei baze de date cu potentialele persoane ce prezinta risc de producere a infractiunilor.Efectuarea unor intalniri trimestriale, la nivelul conducerilor judetelor din zona Olteniei, in care sa fie analizata situatia infractionala regionala si intarirea colaborarii institutiilor angrenate in combaterea fenomenului infractional.
· Crearea unui grup de lucru comun format din membrii ATOP si lideri ai comunitatilor de romi din judet, in vederea identificarii unor canale de comunicare rapide si eficiente, care sa conduca la scaderea infractionalitatii provocata de membrii acestei etnii.
· Lobby pe langa reprezentantii judetului in forul legislativ national, in vederea modificarii legilor care guverneaza activitatea de pastrare si respectare a ordinei publice, in vederea intaririi rolului organelor insarcinate cu impunerea legii in teritoriu (Politie, Jandarmerie).
9. Sprijinirea, in conditiile legii, activitatii cultelor religioase – art.91 alin. 5, lit.”b”L215/2001
· Sprijinirea cu celeritate a solicitarilor bisericii ortodoxe, precum si a altor culte, pentru eliberarea unor autorizatii necesare construirii de lacasuri de cult.
· Sprijinirea realizarii unor drumuri de acces modern catre manastirile din Judetul Valcea, printr-un program de asfaltari si reparatii aprobat pentru o perioada de patru ani.
· Sprijinirea Arhiepiscopiei Ramnicului pentru organizarea unor manifestari de comemorare a unor sfinti martiri, care au legatura cu judetul nostru.
· Proiect comun cu Arhiepiscopia Ramnicului, Primaria Rm.Valcea, Colegiul Medicilor Valcea, Colegiul Medicilor Dentisti Valcea, Ordinul Asistentilor si Moaselor filiala judeteana Valcea de identificare a persoanelor neasigurate si fara posibilitate de sustinere financiara, care sa beneficieze de servicii medicale preventive, realizate cu personal medical voluntar din unitatile sanitare cu paturi aflate in subordinea Consiliului Judetean Valcea, cabinete individuale de medicina dentara, clinici particulare de specialitate, care functioneaza pe teritoriul municipiului.
10. Situatii de urgenta – art.91 alin.5, lit.”a”, pct.8 L215/2001
· Continuarea colaborarii regionale cu celelalte consilii judetene din Oltenia in vederea cresterii gradului de dotare materiala a Inspectoratului de Stat pentru Situatii de Urgenta Valcea.
· Colaborare institutionala cu Institutia Prefectului Judet Valcea si cu celelate institutii deconcentrate aflate in subordinea acesteia, in vederea imbunatatirii interventiei in caz de situatii de urgenta.
